Jarboe is the current leader of The Vile Sails, the pirate fleet that terrorizes the Boundless Ocean and all coastal cities.
Under her leadership, the Vile Sails have seen a near unheard of era of prosperity. Rather than remain simple pirates she has started offering out the services of her ships as mercenaries to various governments, very discretely.
No one knows much about her past, but many rumours circulate. Some say she's the daughter of an important Undaran noble family, secretly working her own control on the Undar government. Others say she is a spy from Zooch who has worked her way to the top, and now gathers what information she can from Undar. Still others say she is a vicious Lithoni, eager to enact vengeance on Matratut, Undar, and Catob for the way they have all treated her people.
